Here, maybe this is wrong, but I have a perverse sense of curiosity and saved the pic, tossed it into photoshop and gave him a 5 minute makeover.
It looks like it got photoshopped in the first place, particularily with the heavy pixellation and some blurring in odd spots - I think they stretched his face wider than it is. That said, even if not, webcams don't flatter many.

Couldn't fix the crap lighting and variations in tone (holy freakin pixellation) so I went for b&w. The original picture was really really bad lighting, bad quality, and not like the remake pic is "great" by any stretch, but bad hair. His hair needs the most fixing - and I can say that without feeling like an asshole since hair is pretty easily changed.
