I didn't say there was no art. However most of Europe became a shithole during the Dark Age. Most of the advances in science; medicine, mathematics and engineering (just to name a few areas), that had been made before the fall of the Empire were lost in Europe.
As for people moving into new areas in Europe after the Empire; Europe was already pretty well populated. It's hard to have an empire without people living there. During the Dark Age the population fell sharply because there was no longer an infrastructure to support the same number of people.
Without that infrastructure trade all but ceased, along with the flow of ideas and information. Famine, disease, ignorance and barbarism became the norm as people became isolated in smaller and smaller groups. They had a hard time just obtaining food, clothing and shelter. Things like art and science take a backseat when you're struggling to survive.
The short version is: after the fall, in most of Europe for most of the population, life sucked.
It wasn't until the rennaisance that Western culture really started to regain what was lost. So, yes. You are correct. Without the Dark Ages the Rennaisance wouldn't have happened. It wouldn't have been necessary, and we would most likely have reached our current level of knowledge and technology several hundred years ago.
