I wish I could work shoeless, but since Im a sous chef in a kitchen its frowned upon, by my boss and the health department, lol.

Personally, I put one on, tie it, and put the other on and tie it of course. I usually wear sandals or something that I can slip off when I'm at my desk.

Tie them once, never again. All shoes that aren't designed for athletics of some sort should be prepared to always slip on and slip off. End of story.
To answer the question, though, both on before tying them, then tie left then right.

Its strategically more sound to do it this way. What if an emergency occurs mid shoe-putting-on? Doing it may way, there less chance of running around slipping on socks or tripping on untied laces.
Usually the right foot is first, but thats not any sort of rule.
I also put my pants on both legs at the same time, so I'm probably better than most of you.
