What would the power of India, Japan, and China have amounted to today if not for the "exploitative European influence"? Jack shit and isolation, that's what. Cuba is a sovereign nation. Unless he invites an open enemy in it's gonna be a tough sell. Besides, Time is already doing the job exploding cigars and wasp infested swim gear did not.As Obama said, Cuba is "tiny" and not worth worrying about as a real threat.

Looking at nations and calling them prosperous by your standards does not make them better off. Would those nations have even cared about global reach in the European sense without European intervention? You mention they were isolationist, maybe they would still be happy within their own borders farming by hand and not worrying about cars and pollution and the woes of modern society, to say nothing of the long term social damage occupation caused.

Africa's chief complaint is foreign influence and ownership. Long after the colonies were granted independence, foreign interests still controlled all the channels of power by proxy. Attempts by natives to force a social ecological change have proven as disastrous as an attempt to change natural ecology. When foreign aid does come, it comes with strings attached that can prove counter productive since all those strings come with Western demands. While certainly not all Western demands aren't terrible( i.e. you can't use the money to be a murderous asshole), many do come with what are common Western social conventions (i.e. don't subsidize food during a famine because you don't want to hurt the market).To say that Africa has nothing worth exporting... wow. China must be really stupid to have decided to make inroads there for resources.
