Actually as with all situations such as this, there's plenty of scope for punishment should it be justified. Russia are a member of the G8. Expulsion would hurt, a lot. The Russian-EU trade agreement is up for renewal soon, there's scope to do some harm there. There's some other stuff along those lines. Money hits them a lot harder than bullets. Russia want to be a major player in the world economy. They want it bad.
But in this instance it all started with the Georgian army firing a rocket barrage into South Ossetia, targetting Russian peacekeepers and separatists. The Russians claim about 1000 people died in that attack, although it hasn't been confirmed. But even if it's 1/10 of that it's justification for crippling the Georgian army imo. I don't see why the EU would punish them for this.
