I'm not sure who said that specific quote. But Thomas Jefferson once said:

Thats not an example of modern day policing. Thats the typical old school standard policing strategies which consist of only, increasing police presence, random community patrols, and Arresting your way out of problems. Any legitimate police department knows that curfews do absolutely nothing but create divides btw law enforcement and the community. They already clearly had no drop of legitimacy in the community if shit got that bad that the only thing they could do was put the place on lock down to try and get things back in control. Which is only going to last temporarily because they same people they're arresting are going to be back on the streets momentarily. This place is clearly a shit hole, and instead of figuring out how to rebuild the community and establishing some broken windows and community policing strategies, the only tool they have is enforcement which is a huge failure on their part. Just an example of uneducated departments in the south that can use success like Operation Cease Fire in Boston and other Programs across the country that dramatically dropped violence in the 90's after the "crack epidemic". Or do they do but chose not to make it a consistent part of there policing strategy and after shit got better they abandoned the programs and let shit go right back where it was before. Anyway either, Chief Fielder is probably the stupids chief ive ever heard of and probably is as dumb as he looks. (kinda reminds of the the cop in the Andy Dick show) Or they know exactly whats going on and just don't give a fuck about the neighborhood in general. I'm gonna go with dumb.
