You see it whenever there is a situtation where another country commits the unthinkable transgression of thumbing their noses at us to which "bomb them" is not a viable option. They find it very frustrating.

By starting a country down the path of nuclear arms, who openly funds terrorist organizations and whose head of government fearlessly promotes the eradication of Jews? It's not the exercise of power that confounds me but who they chose as their proxy. If anything, Israel should absolutely proceed with an airstrike.
