At this point Elv, I can't help but to associate your remarks, which are irrational, with your age . I'm really not trying to be offensive, I'm really not I swear, but there is a lot more here than you are failing to see. I will go into detail below your other post....

You are talking about Homes and Communities. I am sure that New Orleans never expected a Hurricane like Katrina and the Damage she was capable to doing. I hope they have rebuilt in more defensive manner for future negative outcomes.
I joke about New Orleans from time to time when Hurricanes look like they are heading towards it but in all truth I am Proud that New Orleans and the surrounding cities have picked up the pieces that Katrina threw apart. And I hope they did everything they could between then and now to try and make sure it doesn't happen again.
But logically, there are so many places that are below sea level and the number increases slowly over the years. If these places were to suffer as Louisiana has, should they just give up and go elsewhere? No, these are our homes and nothing should stop us from reclaiming them. I speak figuratively when I say "our" since I do not live there.
We as a country should support them in their efforts of rebuilding and doing everything they can to try and keep the past just that....the past and not let it happen again.
But that's just my opinion on the topic.
