The whole reason for the cap is they're worried about BW usage.

So why not instead of imposing caps, develop/invent better forms of data transfer so that 250gb/mo isn't a big issue.

Even with Hughes net, once the cap was reached it took a week to refresh and even with that it the performance gradually went up every day. And Hughes net was an expensive, yet, extremely shitty service. Seriously, I paid $75 a month ($500 for the dish..no bullshit) for it and the speed was slower than the lowest speed of DSL.

It's done because people wanted a specific number. They wanted a number they could see. And bitching because there wasn't anywhere that said...what that number was. Now there is.
