Exaggerated seems to be a good adjective. Heck his proposal even seems contradictive in some places. "If you already have health insurance, the only thing that will change for you under this plan is the amount of money you will spend on premiums." and then going into a massive fantastical spiel on all the things that are proposed to revolutionize healthcare in the US.
Then "If you don't have insurance, i'ma'hooka'brotha'up." Why don't we all just drop our crappy healthcare providers and join the revolution, right? Wait I get the shaft because I make too much to qualify for the awesomesauce mystical public plan and will need to wait for the NHIE (Insurance Superninja Task Force) to talk Biggins Healthcare into providing more for less, the direct opposite of their goals the last few years... oh and Biggins pls don't lobby or drop any campaign funds with all that money to buy politician votes plskkthx.
My failure for a health coverage provider denies everything and I pay out my ass as it is. It's not the cost of premiums that's an issue. It's that my medical insurance is damn near a scam... it's finally getting better but, I've seriously spent ridiculous amounts of time on the phone fighting to get bills paid because kids vaccinations are fucking "preventative care" now and cost thousands per shot at the goo'ol pediatrition... wtf?!?
I never even blinked an eye when paying my co-pay and any minor extras a handful of years ago and sure as hell never had to call my provider or fight off bill collectors that can't even get Great-Worst HealthCare to respond to them anymore... what's funny is I never changed providers. The plan just deteriorated magically.

First year of life for epileptic kid + c-section = 1,200 bones in medical bills
2005
First year of life for healthy kid + c-section = 10 grand out of my savings to those thieving fucking cockbags.

Coordinate and integrate care. Over 133 million Americans have at least one chronic disease and these chronic conditions cost a staggering $1.7 trillion yearly. Obama will support implementation of programs and encourage team care that will improve coordination and integration of care of those with chronic conditions.

Lowering Costs Through Investment in Electronic Health Information Technology Systems: Most medical records are still stored on paper, which makes it hard to coordinate care, measure quality or reduce medical errors and which costs twice as much as electronic claims. Obama will invest $10 billion a year over the next five years to move the U.S. health care system to broad adoption of standards-based electronic health information systems, including electronic health records, and will phase in requirements for full implementation of health IT. Obama will ensure that patients' privacy is protected.

Oh... OK... We are speaking IT jargon. Paperless infrastructures and ECM to run the world and lower the cost of breathing for all Americans by investing a measly $10 billion a year. /chuckle Oh and Obama will personally insure that no one cuts corners on your safety as IT shops are forced into compliance over the next five years. I lol'ed
