Yes, I have seen it. He was ok in it. There was certainly nothing special about the performance. Any number of actors would have been just as good, if not better.
IMO - the problem with Pacino is that he made a couple of decent movies early on, for which he received glowing reviews. People were lauding him left and right and it went to his head. Once he made "...And Justice For All" and the "You're out of order!" scene and everyone went gaga over it, it seems he just decided to just duplicate that performance in almost every movie since.
