Depends on how it impacts others. In general, the gov't can't just force requirements without a damn good reason or they lose in court.

And they all have undue impact on your life. Does a journalist require a special license though? Or a writer? Or even a secretary? Even some categories of repair escape it.

I didn't say every occupation requires a license. Yes, there are reasons why plumbers, electricians, carpenters, mechanics, cab drivers etc require licenses, but let's not pretend that it takes a constitutional amendment to make IT professionals get one.
That's all I'm saying.
