Default Rantings on ESRB

I was provoked into writing an editorial when I was reading on some complaints regarding the strong sexual content in Mass Effect. Clearly those people and I have different views in what "strong sexual content" is because I swear, I did not see one boob.

So how is that governed? Is there a percentage of skin that a animated character allowed to show before it's considered graphically sexual?

I pondered it, read up on it, played some games, and here is the result.
