On the bright side, that would mean 50%-70% of the WoW population are indifferent or against it. That combined with the vendors is still formidable. Bigger laws have been passed on behalf of far smaller interests.
And lest anyone forget, South Korea's legislation is still something that can be referenced in any argument.
