your forgetting people form guilds for different reasons, alot of folks in lvl 70 only raid guilds have their own private alt guilds for the additional bank space and to share items with good aligned alts. this type of guild is reallly useful for crafting. Being in a alt guild like this also keeps you from being spammed with guild recuiting tells.

alot of lowbie guilds are just casual players who wanna play with their buddies, putting a 20plat price tag on forming a guild isnt a very viable solution since botters tend to have more then enough plat the only ones you will be inconveniencing are the legitimate players.
