I was in Living tombs a couple weeks ago duel boxing my necro Defiler, trying to get runes and Bone tablets on my way to doing the peacock quests. The trade commissioner jumps me out of nowhere and master chest drops with the staff in it. So I loot it and keep going. I was the only one in the zone and wasn't even really aware of how sought after this drop was.
A couple hours later this level 60 Necro comes in and sits there pulling the event, I just figured he was trying to get a very good upgrade. A few hours go by and a couple of my guildies alts came i to work on the peacock, so we are chain pulling mummies to get the runes and we get the Trade commissoner again. I saw the necro sitting invised, the staff drops again so I sent the necro a tell asking if he needed it linking it, All i get is a one word response Yes. So invite him and inspect him and he already has it...
I tell him he already has it and get no response so after a good minute of him staring at the chest I get a tell 'invite soandso'. At that point I kicked him and looted it on my second toon. a week later we were in there finishing up the quest and the same necro is in there, farming the same event, but now he doesn't have it equipped, or any weapon. Are farmers really farming this for the gold it sells for?
Flash forward to now, and I've gained 4 levels in whatever time I get between raiding and playing on my main and here is this same necro, who is on a lot, already had the Staff once, still level 60 farming the same event as I run past to get the vessel of Fyr un update.
Plat farmer? seems like it, but tbh I can't infer from this encounter that he is part of RMT. Monopolizing a spawn point? guess so but not so much that I didn't see it drop three times over two weekends. It seems like a huge waste of time, seeing as it's No Trade, and I've made more money in that time selling Looted Precious treasures.

The staff should be marked Legendary at most if it is intended to be so easily obtained, to chop the merchant sale price and dissuade people from doing exactly what this asshole is doing. There are solutions to these things and nobody at the top seems to be listening.
The nuclear option is to pull one of the encounters from the ring event, yell it, and kill it. And repeat for all of them. He will never see the staff again for the rest of his days. Or bring a coercer and have a good time with Possession. FD recast is 5 minutes last I checked, but Possession is only 1 minute.
And don't forget to petition!

That seems to be a simple and effective solution.... Don't go changing the stats or the effect :p but drop it to legendary for sure.

yeah FD is a 5 minute recast.. I dont have charm yet on my necro (50% more to level to get it  ) so I cant get more pets or take his when he drops it.. so I have to time my FD right or run rings around the area to avoid his FD.. though one of them tried it while I was invis.. and tried it on my level 70 (the mob was grey).. so I dont think some of their shift workers are the sharpest tools in the shed..
And every time one tries it.. I do a petition.. and while the petition is open I keep updating it with each attempt and each death.. one of them got me 2 xp potions out of it (because I complained about the debt from the death)..
They are farming both the regular drops and that item for the money for it near as I can tell.. level locked at 60 and just running pulling lots of mobs to burn them down..
At one point I did tie up one of the ring events long enough to bork that pass.. but I might try the /yell option tonight if they keep up their antics..
I have taken to parking my 70 swashy right in zone there so I can swap fast if need be to "farm some body drops to pay for repairs"

Well...to reply to the OP I can say it's obviously not failsafe. I have an unguilded wizzie which on the surface fits some of Kyrs's criteria: unguilded, somewhat shitty gear, low playtime, low crafting skill and a random generated name (Udoa). I'm certainly not a farmer - hell - I doubt I'm good enough to be. But I do farm certain zones to raise funds. Mostly I just mail or trade the loot to my main to sell - no big deal.
But recently I had the not so bright idea to max out tinkering on my main. I had so much loam, pickaxes, overclocked pieces of shit and everything else I had no room to sell anything. So I advertised masters on my Wizard in 50-59 chat. Literally 3 times in a week I get someone insisting I'm a platfarmer. One guy tried the duel bet routine. One guy backed off because he knew my main...and one asshole was so fucking righteous I ended up logging on my guilded main and alts to get him to back down.
I'm certainly not supporting farmers. I was happy to see SOE recently do something on Perma about them. (althought the spams from ******** and Trade4game don't seem to have stopped). But it sucks when you're a casual gamer and you have to spend an hour defending yourself.

The body drops in LT are probably worth more than the gold you can get for selling the staff; and at the very least you'll have to zone out and sell it to a merchant in the desert, which won't give you more than 15g or so for it. Considering the drop rate for the staff itself (maybe 1 out of 5-7 chests will be that, from my experience) - you can just clear that entire court and earn more coin just from the body drops, selling of the runes, etc than the coin netted from the staff - unless you transmute it for the mana.
Can't imagine many farmers having a 235 skill transmuter though, but who knows.

The runes are only 10s each or so, and non-stackable. The staff normally netted me 30-40g in its heyday, although even LFG can vouch that I tried to get one into the hands of every T6 summoner who showed up wanting one. What you gunned for were the blue scarab amulets and broken clockworks and whatnot.
Once I had a staff drop from each of two consecutive named spawns, 20-25 minutes apart iirc.
