RMT workers are not necessarily unskilled players, so there's no reason they couldn't form raid guilds and raid any content they desire. Further, selling access to one of these raids would not violate the EULA - in such a case, they really would be selling access to their time. Further, with the smart-loot code, certain items are guaranteed to drop, so this helps such a service actually deliver.
Basically, RMT raid guild X sells a spot in an MMIS raid. All the members of this guild already have their fabled class sets, so the smart-loot code forces set pieces to drop for the 24th member, who gets all the loot. Nothing about this arrangement violates any of the rules of the game.
