Really? Because, I kid you not, I got four farmers banned at that exact spot in RoV four days ago by a GM who showed up in person about half an hour after I updated my petition. (The original was submitted late on the 3rd of July, so while I did recieve a preliminary reply, I think the holiday held up any action on SOE's part--I usually get quite speedy results.) And then about an hour later, I submitted a new petition on four more farmers and the same GM sent me a tell in recognition of this and suddenly those four were no longer on my friends list either.
Other than national holidays, the longest it seems to take SOE to deal with my petitions is about 12 hours. Usually it's much quicker. I petitioned a solo necromancer farmer who was AFKing on Car'Rion's spawn point in TT and, despite it being Sunday morning, that one was gone within half an hour.
I also helped out someone complaining in the 60s chan that a notorious farmer jacked the butler in MMCats while they were trying to do SoD. I explained to them how to write out a petition, what categories to submit it under, and what to include and what not to include and now that farmer is gone as well.
So, given the high rate of success I've seen lately, I'm curious when others say they have trouble getting farmers banned.
