Except anyone can type whatever they want in the toon name and server name, or not. So people who have been here a long time, use their character name as their user name but do not fill in char name and server would be labled as "anon" but someone who is truly anon could just put "Sam" on Nek server and not get the Anon icon/name, yet no one knows who they are or even if they are on Nek.

As I said, its too much manual work checkin and double checkin names and if they have ever said who they are in game.

It's still a start to have autoassigned avatars to anon people who haven't filled something in manually.
