We allow unregistered users to send PMs because there are times when legitimate users have trouble registering. (They PM us, and we manually add them.)

That said, there's a throttle on unregistered users that only allows 1 PM per 15 minutes, somehow this spammer used BCC to get around that. I'm looking into that.
