It's been happening pretty much a lot of the time lately, whenever 1 new post on the dev tracker appears, a second exactly the same one with the wrong thread title appears as well.

It happens when developers edit/delete their posts on the official forums, it'll post both versions.

Also, their forum software (which really sucks) often shows Dev posts on the list that have already been deleted.

For example:

Re:TS wish list for the next dev? DominoDev 05/14/2007 14;38;10

But as you can tell by this HERE someone deleted the post and their dev tracker never updated.

It's happening more frequently lately because the new TS dev edits and deletes her posts more than the old timers.
