We took it down because the test period was expiring and we were at the point where we would have to pay money to keep it up, but the most people ever logged into it at one time was two people.

I'm tired of paying money for things that don't get used, so we'll try IRQ instead. IRQ is between cheap and free.

Seems like a low amount of people allowed on there. All slots are currently full.

I'm confused then. The user interface at the bottom of the main page was taken down, I assumed that meant the app was also.

Ventrilo requires you to be an official Ventrilo reseller in order to remove the restriction. IE. have multiple servers and purchase a license of no less than 1,000 slots.
