This spell shouldn't be upgradable IMO. It should come in only one flavor, like Call of the Hero.

i'm slightly confused in the way you are saying it shouldnt be upgradeable. i think its b/c you used call of the hero as an example. upgradeable as in next tier there shouldnt be a pact of the cheetah 2.0? or that it shouldnt scale with quality of the spell IE adept1 to master1?
as for it being upgrade next tier we can all agree that with run speed capping at 100% a run speed bonus would be pretty negligible, especially considering currently with no cap you can self buff yourself 149% easily. so the way it should be upgraded is with a small increase in duration and with how it breaks root.
as far as upgrading it between app, adept, and master there is a definate benefit from upgrading.
lets look at how everything is affected together.
carnal mask AA improvement is a constant 35% run speed
master 1 pact of the cheetah is a 64% run speed increase
this put you at 99% or just 1% shy of the run speed cap.
with that being said look at the pact of the cheetah AA. you only get full use out of putting 3AA into it when considering all other party members. as far as increasing your duration in all PVE setting encounters you will get there before the based duration timer runs out. not to mention you have to waste AA in order to even be able to start putting points into pact of the cheetah so essentially you need to burn 3 points just to start benefiting.
I can see the benefit of increased duration for PVP purposes.
