Does Troubador Resonance increase the range of Tortoise Shell to 8 meters?

In one of my guild forums post, someone asked me this question and I really don't have any idea, so was hoping someone here might happen to know before I think bout testing it ingame.

Any thoughts or clues would help, thanks.
