Re: Lucidity
Assuming the caster isn't at their hard cap I'd say something like wizard/warlock > pet casters > chanters > sk > troub.

Scouts who dabble in poisons have begged me repeatedly for Lucidity. If the casters are already capped I give to them if they happen to be in my group.
SK begs as well. I never thought to put on pets though... my poor SK is not gonna like this, "Oh, I'm sorry, my conc slots are all full... um, well, you see, the thing is..."

Re: Lucidity
Honestly I put it on the people that prove they'll actually use it, meaning aka, outparsing me. Which isn't too hard, but there's some dumbasses out there (not saying my guild, this is speaking for groups too).
Technically, you would expect wizards/warlocks to parse the highest out of mages. We had a mean fucking necro, and he would get it because he would top the parse mage-wise. My best friend is an illusionist, and his parses are crazy, and sometimes he gets lucidity. I'd never give it to an SK or a scout - I'd rather it be on myself and help out MY damage.
I know some furies that put it on themselves in raids, and one other person. That is fucking retarded. If you're in a good mage group, your int will be about the same or HIGHER as it would be if you were self-buffed ungrouped with lucidity on, so you can't be too heartbroken and put it on yourself.
Bottom line, give it to the people that prove they'll DO something with it. Wizards need to stop parsing 600 in COA, and I need to stop outparsing assassins begging for lucidity.
Of course, standardly, sorcerers>pet classes>enchanters.

Seeing that I'm usually in a good mage group, I can put Lucidity on 3-4 people anyway seeing as I drop at least 1, if not 2 of the group buffs depending on the fight. Seeing as Lucidity gives a reasonable amount of power as well as INT, I have no problem giving it to myself and I dont consider that retarded, as at least 2-3 of the mages are capped for INT and dont have power issues so it would not benefit them.

There's lots more things you can do with your buffs before depriving yourself the raw power that Lucidity gives you. Drop some of those useless group buffs like Armor of Nature or Master of the Hunt (if you don't need the mit of course) and hand Lucidity out to those who can benefit from either the int or power or both!
Also, I usually have a troub in the grp with me and they love to have Lucidity as well.

to be honest I always give it to the illy first they seem to have the lowest int in the group + they don't run with there int buff up since Tandem is way better for the mages. I only run with my wis int buff up I don't even think its worth getting the mit buffs mastered unless they are cheep on the broker. since necros have a int group buff I will give it to a wizard or warlock over them.
I usualy give it to wizard, illy, necro and myself I dps and I love having lots of power and I have the lowest int in group I have about 900 in raid settings but all of the mages have usually 1k+
