if it is base damage that sounds pretty poorly designed.
this would be the first time a static numerical value modifier is placed on something. if it was straight % every spell would scale according to its own power.
This is the exact same as adding a proc that does 10% of int in damage but can never crit.
so basically we have bargained for a constant 120ish damage proc that can't ever crit?
why didnt they just save themselves the bullshit and make it a proc then?
