Im sure that was in response to folks yelling that the T3 set was TOO close to the T4 set. They also lowerd the 3 pc bonus to +5 from +7. I guess they think the +100 spell damage will shut us up about no Spell Crit.
Maybe Furys need to cry more on the official forums so we can get a Dev to listen. As is, I don't know that I would waste my time getting this set. I'll just work on T4 since it has more DPS stats. I got the first T4 piece in my guild when we ran ToMC Monday night for the first time... got the bracers!

Excellent point. Funny thing is the devs said they were ALSO improving T4 armor on test as well. Would like to see some screen shots of that! Anyone?
Side question..... how do I get on Test? I see a button when I open the launcher that says "testcopy" but not sure what that is. And I assume I can have a character on Test and Unrest at the same time. I would like to try things out on Test but just never understood how it worked.
