New spell timer feature with .198

This feature reads like it is awesome, and I love to use ACT to time everything, but I'm having trouble wrapping my head around the description given of this new feature. Can someone give a practical application of this new feature as it might be used on an encounter?

If you are a Rogue and you have Traumatic Swipe on a mob, and that mob cures Traumatic Swipe from itself, this will have ACT notice that Swipe has been removed and act like if any Timers that are modifiable occur before somebody gets a new Swipe on the mob then it will properly parse that Swipe is not on the mob and thus not modify the timer.
