When it comes to raw numbers, I'm sure the end results of the buff look similar to the numbers the DD's produce, with baseline characters. My issue with FOI is that it seems to be contrary to what I thought the purpose of racial abilities were supposed to be.

I thought that these abilities were to assist people starting out, before they received the full compliment of spells/arts for their class. Most of the DD spells do this, with the way they scale they give lower level characters a viable option to fill out their spell/ca rotation. As the character progresses and gains the spells/arts that define their class, the racial DD spell/art becomes less viable.

I see FOI having the opposite effect. Since it is mainly percentage based it doesn't help newer characters nearly as much as it adds to high level characters. In fact, it would seem the better skilled and geared you are the more benefit it gives you.

With the dd spells/arts, the better geared you are the less valuable the racials become. As a warlock, a 4 mob dd spell that does 799-1199 dmg to each with a 2 sec cast time isn't going to be a regular part of my rotation, if it makes my hot bar at all. Where FOI would be cast more frequently even with its longer recast.

Unless Aeralik's arguement is that everyone will be so far into diminishing returns or at the caps already so FOI will cease to matter, which would bring up a whole other issue.

Maybe this makes you overpowered, but I think it's closer than everyone is thinking with the 5 minute cooldown.
4 autoattacks for a raid buffed rogue = somewhere in the range of 5-12K+ dmg, depending on group setup and crit %

lets just set the other parts of the spell aside and look at that. this is intended as a burst dmg assist, not a 30s CA to give you something to do when everything else is down (and unless it's instant/instant no one is going to use that shitty small CA anyway).

what are most fights in raid zones? burst dmg fights clearing trash. same thing with heroic zones, burst dmg to clear that one mob that's a bit more difficult. FOI is far more useful both on trash AND on a 5+ minute named fight than anything else we've seen. you dont have to disrupt CA chains, dick around with autoattack timing, or anything else. it's just damn nice dmg every 5 minutes.

oh, and on a side note: did ANYONE seriously balance racial traits for PvP? there's some seriously overpowered shit for some races out there right now.
