These racial attacks, from my experience in the beta, suck. They will be handy when you are level 20 maybe but they are just not worth casting for most classes at level 70. The problem that you do not take into account is that most classes will have better things to cast when their racial ability is up. I would be losing DPS by using my racial attack as an erudite warlock and I am not uber by any means. The better your primary DPS skills, the worse value the racial attacks have. There is no synergy with your primary attacks, in fact they detract from your primary attacks. If you are estimating that they will be cast every thirty seconds you are very much off.
On the other hand, the dark elf racial buff gets better as you get better. It multiplies up with your highest DPS skills. Even if I did cast the racial attack every thirty seconds I would prefer the racial buff.
So you have this problem of scale. One thing you can do to fix it is to pump up the attacks to make them competitive, the problem with that being different classes would have a different threshold. Another thing you could do is make them castable during other spells like the Ambidextrous Casting AA. I still don't think they're going to compete but at least I'd get something for my AA.
