No they aren't. It's already scaling based on your level. Not to mention, what would the point of raising it be?

larger power pool = more regen needed to recover it in the same amount of time, no?

Yes. People are happier when they don't have to go on a massive recruitment drive just to be able to do their basic damn jobs.
