If I'm wrong they changed it after the eq2flames raid did their thing, because when 2 people hadn't clicked the flagger yet but the rest had, we still couldn't zone in.
What's the new requirement?

In Beta everyone had to get flagged. Which is awesome. However, I don't see it being true on Live.
