I think "Hottest" rankings can be upgraded by drama and controversy, while "Best" is more based on skill and WW position.

Remember The Downward Spiral? If I remember correctly, they were really hot, but not for skil... mostly because Tunabash was all over the forums. Many people consider Kalidon to be similar, except for the fact that Ethereal Legacy is also a strong raiding guild.

Hottest means popular, which is different from Best.
