I may be naiive, but I'm not sure what he's talking about.
Does he mean a server where they run a pirated copy of the server based software?

I think reverse engineered is such a nicer word than pirated
I loved playing on SPHERE UO servers back in the day... They were usually a lot more fun than the EA servers, as they were player driven, and ex player run. The only problem with this, of course, is corruption of staff, but that is possible in company driven games also...

Uhm, it's against the EULA. It doesn't matter if you own the game or not. You do not own the rights to the server, which is how you connect to the game. It's just like how Battle.Net servers are also against the EULA. WoW Servers are as well.

There are tons of servers like this for WoW. They are generally a few patches behind full version but allow for different rulesets, mob diffculty, loot dropped etc. I have never seen any for EQ2, Blizzard is much more open about their code then SoE ever will be, but yea it is against the EULA for any MMO.
Hell there were even tons of "pirate" servers for EQ1.
