1. Leave the current contested versions as they are.
2. Add instanced versions of ALL contested content for the highest two tiers.
3. Instanced mobs drop NOTHING when you kill them. They're there for practise and that's it. If you die, you still take armor damage.
4. Instances have a lockout similar to their spawn times. Using the Avatar of XXX instance will set your lockout timer on ALL Avatar instances.

There we go, the ubah raiders still get to be ubah because they have better gear. They still get to feel 1337 because they're denying that loot to other players. No one gets to complain that they haven't had enough pulls of the mobs, because there are instanced versions available for everyone. People who want a chance to fight the content can do so.

Problem solved.
