Whatever you do, you'll be stuck with diminishing returns or rather with everything since the comabt system revamp(s), so it will be different and probably easier than it used to be.

You need the expansions to level up past 50. The problem is, paying for a second (for some people, third) account just for one character to be level-locked is a bit excessive. Worst case someone dings 51 and can mentor

It would I'm pretty sure. But who is really going to pay an extra $15 a month for to do that?

Really can anyone think of any cons from being able to just stay at the level you want to and gain 0% xp. I would not mind turning of AAs xp gain as well so that I wouldn't farm that. But if someone dings lvl 51 which is a pretty good possibility they will, then what? All the work the did is now down the drain.

So PLEEEEASE consider this. I see nothing wrong with allowing this and if anyone does speak up.
