As far as the LoN EULA, it is manadatory to accept it just like EQ2 if you are playing the stand-alone client. But aggreed, it should be visible and accessible if you are running it from inside EQ2.

2.1(a) Eligibility (United States). You cannot tax a non-US citizen for their winnings, so they are not allowed to play. This complaint is the equivalent of bitching about how shitty the lottery is that an Italian can't turn in a scratch-it ticket here in the States.

It has nothing to do with the system running the event, and every bit to do with the US wanting (what they consider to be) their share in your winnings.
