A lot of people have said it's a dumb idea, but if you want to give those zones use, and keep people busy playing why not.

Terrorantula, Barakah/Syamak, and that gnoll from t6
Princes, MO, Hurricanus from kos
PHH, Contested Mayong, +old avatars and the 3 new ones would sure as fuck keep every raider, from casual raid guild to the most hardcore, busy every fucking day of the week.
It's not even like it would take a long time, level them up, level their aoe's, check their autoattack, and spend at most, a couple days on itemization. done. It's not hard to give people something to do if you actually play the game and know what we want

maybe have a scaling system depending on the level of the raid. So for example labs is pretty much worthless right now. however with this scaling system the mobs in the dungeon "conform" to the level of the raid.
So if a Raid of mostly 75 and under go there the mobs jump to 73-75. if 80's go there the mobs jump up to 80-83. But it wouldn't scale to lower than its originally intended level (so you can't bring a bunch of 50's and get level 50 mobs)
Mentoring could be solved by having the zone not allow you to unmentor until you zone out. So if a level 80 guardian mentors to 70 and enters labs then he cannot become a level 80 guardian until he leaves labs and cannot reenter till he mentors again.
As for loot, maybe make a Random loot generator (I think DAOC did soemthing like this) where you would get a generic item with random stats on it.
so for example you kill Vyemm who has been scaled up to level 83 (because your raid force is mostly 80's) and he drops "A Dragonscale Shield" and the Randomized stats on it are near that of a level 80 fabled item. The next raid could get the same item but have completely different stats on the Shield.
obviously if a raid of 70s or below attack labs they would get the normal loot table that the mobs drop.
Just create enough of these generic items and use them as the loot table for any below 80 content that scaled.

I've never called it a dumb idea; in fact, it's one of the most intelligent fixes to a lack of content (if introduced properly) that I've ever thought of. I suggested this myself a few months ago (even a few times at fanfaire to a few devs) but alas, no results.

Sounds nice in concept, but really; some content just simply gets old, and should be levelled out of. Doing labs over again is far less appealing than having simply new content. However, contested are an exception; we always need more contested. I really dislike the idea of a 'scaling' raid zone or contested mob; I'd much rather there be a new standard of difficult level put forth each expansion, as you won't find very many 'low-level' raiders (non-level 80).

im sure it is never said it was going to be easy. but at least it would give a lot of replay ability to old zones.
would rather see that then another LoN expansion
