I paid $79.98 for ROK
I posted this on eq2.com also, but as I'm sure they'll delete it to ensure maximized sales. I went to digitally purchase RoK on one credit card, purchase failed for an unknown reason and didn't have RoK, I used another credit card to make the purchase. I now have 2 bills for this ROK expansion. After multiple hours (almost 24 hours total) of trying to contact SOE support, they tell me they'll give me 80 days of free service. Anyone else dealing with this bullshit? Would it be wise to tell a CC company that this purchase was fraudulent ? (only 1) Your thoughts please.

Yes.
Call your credit card company and cancel the two charge. They had no right to charge you twice for a product. They'll have to take the fine for the chargeback.

Same thing happened ot me i sent a email to the tech support and they gave me 80 days ( i guess 39.99 worth) of play time.

I went thrugh the same thing. Tried to resub to EQ2...
Got 4 $1 subs...to nothing that I could see and 1 sub to SWG that I never owned.
What I got out of this was a few cards that got shut off due to possible fraud and a lot of time on the phone to unravel the mysteries of SOE's fucked up billing system.
What SOE told me was "to go get bent and work it out with your CC company"
Many e-mails about pending charges went ignored.
And to top it all off, the system wanted to charge me for EoF which I already owned.
All this just to resub. Weird charges, fees, cards getting locked and to top it all off my EOF was GONE.
SMED: build a decent MMO and people will come. Build a business around FUCKED UP CC CHARGES aka Pawn Shop Tactics and FUCK IT. AND FUCK YOU.
To top it all off, all I fucking wanted to do was to resub to EQ2.
LOL.

Yeah, I'll call my credit card company and say this was fraudulent, then if they dick with my subcription I'll call my other credit card company and claim the same thing. I don't want 80 days of subscription free time, that's not what I fucking signed up for. If I order bulk razor blades online and they send me diapers... I don't want more diapers.

Let me enlighten you to the back end of online purchases using credit cards.
First let me guess, you used a debit card tied to a checking account? And it's been less than a few business days since this all happened, and the transactions would still be showing as "pending" or something similar on your online statment.
This is the most common situation I see people get all bent out of shape over when it's just a really common thing.
Many sites will use a verification system when you type in your billing info to check to make sure that the address you provided matches with what your credit card company (visa/mastercard etc.) has on file for that account. They do what is called a "pre-authorization" for $1 the minimum amount allowable by most crediting companies. This isn't charged to your account, but put on hold so to speak.
If you pass this $1 check, and the address you typed in matches, the system then will pre-auth the full amount of the purchase. Again it puts a hold on those funds, and in the event this is a checking account, those funds would temporarily be unavailable. (The guy who said he had 4, $1 subscriptions, did you try placing your order 4 times by any chance?)
Now here is what happened in your case I'm guessing. You got this far and the full amount was pre-authed, showed up as a pending charge on your account. Your purchased failed at this point (maybe your connection timed out, or theirs, or any other very normal reason when buying anything online.) And you had to redo it. So for the time being, you have twice the funds tied up. That pre-auth will drop off in a couple business days however, and SoE will not touch those pre-authed funds because they already captured the funds from you you from the second time you placed your order.
Pre-authorizing a card before a transaction is very very normal. Hotels do it, restaurants do it, hell your gas station does it when you swipe your card and pump gas.
Understand the mechanics behind using your debit or credit card first before you moan and whine to the CCR about absolutely nothing.
And yes, I work for a company processing online payments via credit card for orders submitted through a website, just in case you had any doubt after all that lol

Real credit cards are a lot better about the temporary authorizations, because they don't kill the money in your account while they wait to time out (usually after 30 days).
I did a RMA to Western Digital recently, and they advised against using debit cards for the cross shipping for exactly that reason.
