T7 ward spell procs don't scale either. Get a Gown of Glory and a Vultak Eye and you're set to pull rooms of heroics.

lol, level 80 warlock with dispersion and vultak eye and glory robe could probly pull all of curshbone castle mentored to 25 and level him to 30.

IIRC you can skip everything on the regular starting isles even as a FP/Q citizen and just hop on the boat right to town.

however, 2-3 accidental disco exp hits in town and you'll be L2. STAY AWAY FROM THOSE FOUNTAINS!
