it's better having all the content out with the expansion even if the highest-end one is still a bit broken and fix it on the way rather than putting it live! months later, why?
05 <Dymus> It allows for a long term goal and what should be a very rewarding full set of armor at the completion of one of these. Many people felt that the relic armor within Kingdom of Sky was too easy to obtain and did not offer a long term high-end goal, that is what these new armor sets are meant to achieve.
