I just had to comment on this since I see Guides referred to as GM's fairly often, both on forums and in game.
In all honesty, the guide program is about as useless as SOE Customer Service. Guides are generally not able to perform functions that one would equate with a GM, and in reality are very very limited in what they CAN do. A full guide can summon a player to their location, can travel to a players location, can run in-game quests, and can perform a handful of other things , but are not at all Game Masters.
When I was in the program, and on the server I was assigned to, I wasn't really allowed to do much at all other than walk around with no clothes on, role play with people, and give them cookies & milk. I was instructed to defer any CS issues to the petition system or a full guide (who will also refer the player to the petition system). Answering questions on general game play or character profession classes was frowned upon, and offering any sort of quest assistance was as well. Other than helping other full guides with the quests they were running, it was really rather pointless.
