The guide accounts are quote reused unquote... Two, the organizational structure had a PR team that reported to the elders for approval of the message prior to guides posting. As far as I know, this allowed the program to appear on the quote same page unquote. Three, guides have been allowed to reveal that they are in fact a guide to recruit other players for the guide program as long as they do not demand quote special favors unquote from players and are allowed to inform their guild that they are a guide (I've had it happen before).
Though, my understanding of the sudden relaxation of the restrictions comes from an increase in the amount of complaints from the player base that guides were as mythical as GMs and developers, which is not what guides were originally created for. So, by allowing them to post on the official board, they can actually create a relationship with the playerbase and alert them of possible quests that they will be running in the future.
