There's plenty of people who raid, and plenty who don't.
Even if re-using the zone is lazy, there's several who would only experience one of the versions.
Would be a cheap version to cater to different play styles.

Would be really cool if they made different tiered instances for raid zones. Making group, x2 and x4 content would be awesome, thought it would take alot of time and effort for each different script, scale and itemization.
To make the group one tough have the named be x2 but not as hard as the x2 epics in the x2 instance type.....like some of the named in Nizara...

I want to know what happend to adventure packs. I thought fallen dynasty was well done and had lots of new content. Lots of questlines, 2 x2 raid zones, 1 x4 raid zone, 1 x4 contested mob. ETC ... We could us another one of those ... and one that DOES NOT involve redoing Nek Castle.
I think x2 raid instances would be an excellent idea. There could be long (dungeon crawl w/ multiple nameds) and short ones like in fallen dynasty. I mean seriously ... how hard would it be to design 3-4 small raid zones? Oh wait ... SoE can't even fix lag ... nevermind.

The only reason this question is raised is because there's a lack of heroic content and what there is, is piss easy and boring.
There does need to be more heroic content. Tough stuff like Nizara was originally.
