No. They require Frostfell harvests, for starters but they also require Frostfell machines.

Almost missed this post, I took this one of a female outfit (the male is the same, in male form with same general look) and thats the candycane weapons which I believe was a gift from the NPC, though they can be made as well.

Some of the crafted stuff is better compared to the merchant bought items, such as fireplaces. The crafted one, for example, on top of small status reduction (25?) allows you to turn the flame on certain settings while (I've been told) the NPC bought ones do not offer this.
