Next time you have problems try putting your settings down to Atari 2600 standards. If that solves it, its your computer, if it doesn't then it's probably a good assumption is beyond your computer (ISP or server side).
But if it is your computer, that doesn't mean it's not Sony's fault. The game should get easier for your computer to run as time passes, not harder.

I was on the PvP test server two nights ago, with predefined high quality settings. I did a /who all and only saw myself. There were no lag spikes. I returned to live servers and had the lag spikes again.
From this we can conclude:
a) My computer is not too weak.
b) It is not my ISP.
My PC is 2.4GHz Core Duo w/4GB RAM on Vista 64, 8800 GTS/512 RAM with no stuttering on High textures all across. My ISP is Road Runner cable which recently demonstrated 800Kb/sec (kilobyte, not kilobit) sustained download speeds.

The only thing that I can confirm is that it is some module that is part of the client that deals with communicating with the server. One experiment that I found to be quite repeatable is the modem pull test. By turning off my modem and cutting the client off from talking to server I gain a massive increase in FPS on the order 50%+ better performance. Mind you that the client can no longer talk to server with the modem off yet I get a massive performance increase. Whatever the client is doing while talking to the server when the internet is connected is a massive resource hog. It is inconceivable to me that the client-server communication in EQ2 can be so inefficient.
This is the issue. It is neither the client nor the server but that cross talk between the two that is causing all kinds of issues in regards to both performance and Lag. SoE needs to look at this and fix it or at least move this inefficient client-server communication process over to second core so it doesn't bog down the game so much.

Without knowing more, the first thing I'd ask is whether the graphics code and the network environment updates are locking too much of the game object pool when modifying or reading state.

Tonight was a spike-free levelling experience in KP, but a guildie says she got constant lag. I don't get it.

Someone much more Techy brilliant than I, explain this one.
Raid of 24, going after Hate, another guild there also trying.
Second form relatively stable (for the moment anyway) Then bam, 18 or so of the 24 dumped to desktop all at the same time. Not to character select even all the way to desktop. Happened twice.... problem compiled by massive lag the whole time we were there, but this is to be expected when so many people are in one spot I guess (not right just expected) So... is this a SOE problem, if so what do we say in our complaints to them. Would really rather not just say you suck all the time and at least try to be constructive, but honestly, the techy side leaves me cold, so help me out if you can here.

Old bug imo, happened lots to us in early EoF MMiS whenever a charm landed, most if not all of the raid would crash to desktop with no error message whatsoever.
Like for the lag there's dozens of explanations for those who don't know what exactly is in the code, however I'd say it's not related.

I never lag in these zones. Do you think this could somehow be worse on some servers than on others? Perhaps there are some bad machines or switches or hubs or whatever at SOE? I play on the Everfrost server. Make a toon on my server when you are having lag and run around Qeynos Harbor.
