Deities need a revamp
Deity should play a much bigger role in your character's persona and play.
The current miracle/blessing system is decent, but accessibility and cost of using them is a bit chafing and it ends up being not worth the time in the end.
One idea to spruce up the accessibility and cost of following a deity would be to institute a kind of writ-based questing system where you can earn more faction with your current deity, much like the common city writs we have now. Even make little tokens for each deity that can be turned in at your altar for more faction.
Another idea is to implement a new set of deity questlines in which you earn a special jewel, and you take it to a crafter to have it shaped into whatever jewelry slot item you like. Make this item certainly worth using, possibly the best Legendary item you can get, and make it very hard to get (but do NOT involve raiding). And make them customizable through the tradeskiller who makes them--as a monk who follows Karana, I wouldn't want the usual druid-type skill enhancers I would imagine would come from this deity. Or maybe I would...just give us some options on this ;0)
Also, more importantly, give us the power to use this jewel to pray to our deity and access our altar screen while on the go. What kind of pagan prays only at home, anyway?
Keep the idea of "can't use for 1 hour" or heck--make it even longer on the miracles. Can't ask for a miracle every day, yknow? And tbh I like the blessing system too...but don't make us pick two at a time; let us pick them as we go, that way we can see what the situation is ahead of us and what would help us most. I even wouldn't mind seeing these on a 15- or 30-minute timer.
As a fan of RA Salvatore books, I see Wulfgar shouting to Tempus before he goes into battle. And I see Drizzt's amulet of Mielikki that he touches every so often to remind him of who he is and what he stands for. Also, I know that Bruenor scribed the symbols of Clangeddin and Dumathoin into Aegis Fang...
Maybe add another set of questlines that give us the ability to imbue an item of our choosing with the power of our deity? That would be pretty neat, I tell you! Heck, you could even make it where you could only imbue a mastercrafted item, but make the imbuing such that it would put that item on par with Fabled. This would give the tradeskillers something to do and allow them to make useful items in T8, while also not overpowering certain items (I'm talking to you, Epics.)
Of course, to do all of this, you would have to make the jewel and imbuing usable only if you follow that deity. If you stop following a deity, you lose the jewel and you lose the imbue. Simple as that.
And I know the avatars are supposed to start dropping uber deity cloaks, but can we get an upgrade on some of the original deity cloaks we have? Some of them are just plain pitiful (see all the old ones except Marr, Zek, and maybe Ro).

I like a lot of these ideas, actually--
Since ROK i've been sort of pissed about the usefulness of deities --
the miracles and blessings are great, but the cloaks have always been one of my favorite parts about the dieites, but once you get into ROK the cloaks are pretty much not worth using -- as a good zerker I use the Marr cloak, but only in certain situations, most of the time I wear a quested cloak with STA and +parry on it --
an upgrade to cloaks would be nice --
and I like your idea about other item slot items/imbuing weapons, etc...
I dont know if everything should be on the fabled level, but for those who don't raid I guess it would be nice -- but getting great quested loot sort of nerfs the difficult items gained from raid drops.
i think the writ idea is good also, Im a muter so I dont like to sacrifice my treasureds to the deity as much as I like to blow it up for adorns -- and currently all through the deity lines you get deity faction from quests, and then once you finish your fucked ??? so it sort of makes sense to implement diety-writs
edit: the other thing I thought about was that there could be another set of deity buffs (like the current deity pet buff) but which further defines your character as a follower of your chosen deity. Not just a stat buff, but maybe each deity has a certain proc buff, or something along those lines --
Tribunal could have something like a 2% immunity to stun
Zek could be a +CA damage or double attack
I dont know too much about all the deities, and I'm not a pro on game-mechanics and what would be overpowered and such... just my thoughts

And then maybe we can use that jewel to decorate our in-game houses and take lots of pictures and show off to our friends that we got a glowing red gem imbued with deitic power.
Your idea fails mostly because:
1. You used the tradeskilling vs raiding idea
2. "Make it the best Legendary item you can get"
They won't drop an alchemy bench in front of Quellious.

My idea FAILS? LOL Who the fuck are you? CEO of SOE? DIAF.
First of all, i HATE tradeskilling and i hate most tradeskillers for wanting all the crap they make to be as uber as it is from T2-T6.
But giving them the ability to help make ONE THING that can be used at lvl 80 and making it coincide with a very difficult questline would not be game-breaking.
These quests should not be formatted like the epic weapon quests...no grouping, but make the trials MASSIVELY difficult for a soloer. Faith is a solo journey after all.
Secondly, maybe saying "the best" Legendary item was too much. But it yes it should be one of the best you can get, much like the deity cloaks were for a minute or two before Unrest opened up.
And please explain your final line for my tiny little brain, please. It makes no sense to me or anyone I asked.

ANYwho...LordRoache I like the idea of having a deity buff that stays with you. Scrap the stat-buffs on the pets, make them straight dumbfire pets and give us a buff that you get from your altar/jewel that gives you something.
I like that there are so many deities and that each have their own "thing," but I don't like that they are kind of pigeon-holed to certain classes. The Tribunal stands for justice and Law, and isnt necessarily a straight tank deity. Bertox is the god of the Plague...maybe give his followers a small disease damage proc on attacks/spells/incoming damage. Maybe a +avoidance buff for Bristlebane followers. Give me a couple days and I'll outline some ideas and post them in these forums for more people to flame!! Yayyyy!!! :0)

Good idea, but needs fine tuning.
I hate the idea of god worship giving you items. IMO Thats what Avatars are for....so if you can't raid then don't exspect to get god-like loot.

I like this idea a lot -- and given the way SOE has been releasing expansions, the next one due out will give us a new AA tree to further our classes.
I think this could be a really interesting idea -- rather than having a third AA tree based on class -- which seems a bit silly, since there is not another subclass (class-subclass-then ???) -- an entire AA tree based solely on the characters deity --
specific ability lines and end abilities based on the deity, rather than on the class -- this could also add a chance to "un-pigeonhole" the deities, and add a bit of uniqueness to characters
