But then, maybe it's just my NPC names that don't bleed colors. Also, isn't the HQ from him like 20 levels above the blue HQ in the quest window?

Lvl 20 character, lvl 35 mob = red name.

Do dirge's have a buff that is the same symbol as time compression? Character is a dirge and he has the time compression icon in his maintained window and isn't grouped.

There are random fluff spells that look like that, IIRC the angel halo spell has the same icon.

No, it would say "so-and-so's Personae Shift". But it is possible someone named their pet that, copied the name and lvl and pasted it into the pic. The color distortion around the name looks quite a bit worse than the rest of the photo. Looks like a photoshoped image to me.

Thats actually not the time compression icon. It is the same icon as the enchanter's attack skill in the str line (3rd one down, forget the name).
