Hmm i have a bad feeling about what i've read so far.
With all of the nice boosts to various class's DPS potential, nerfing guardian DPS may lead to some serious aggro problems. As being able to take hits better than anyone doesn't really matter if you can't manage to keep the mob's attention.
Not to say guards aren't OP compared to other tanks currently, but unless planned taunt bonuses are really uber, nerfing guard DPS to bring them more "in line" with the likes of crusaders will lead to many dead dpsers.
From the sounds of rumors, SOE seems to be adding more reinforcement/rescue type (+/- hate position) tricks to manage aggro. I guess if used properly group/raidwide this MAY be enough. As long as everyone actually uses them proactively and they aren't broken.
So it's wait and see at this point. Since taunts don't scale the same way personal dps and hate transfers do as raidwide dps increases. Slight taunt increases alone will not be enough for any fighter to hold aggro against the likes of a well played predator or sorcerer.
