As far as catch-up goes, it's easier than ever.
First of all, they've dramatically (From what i hear) upped the XP for 1-70 in order to make it easier for people to catch up.
Second, with EoF and some major updates to existing zones (everfrost quests, itemization for many old world zones) the game is extremely solo-friendly from the perspective of XP, questing and even obtaining good loot.
RoK (70-80) is designed to level you up almost exclusively via solo (and some group) questing. This was a big complaint for a lot of people, because the questing just got really grindy and boring. People wanted the option of XP groups, but mob xp quite sucks. On the bright side, the zones in RoK are massive and have lots to explore and stuff. If you like that sorta thing, you'll love it.
Also, RoK added a new starting city - Gorowyn - and the 1-20 levels designed to be done in and around that area are much better than what was in-game previously. There is a progressive timeline that gets you to 20 quickly, easily and with good lewt.
As far as "Requirements", most people still carry manastone i think. Vessel is not really required, tbh, neither is manastone, lots and lots of good items at high level - and easily available. You can be very well outfitted from non-raid instances and quests and updated (And quite uber) mastercrafted gear.
Next expansion is planning to nerf the use of "outleveled" items, so that may further eliminate any need to get stuff like claymore (for healers) and certain other items that are considered "must-have".
Really the only thing most people are expected to have is their EPIC, which for most classes is a really long and pita quest involving several instances, groups and solo stuff. It yields a class-specific Fabled weapon which then can be upgraded to a mythical via raiding.
